City of Overland Park, Kansas officials have begun discussing the situation and how they might deal with it as the tanks inevitably give out.
Leakage from failing tanks would create obvious sanitation concerns that would need to be addressed. But the city is trying to be sensitive to residents who face considerable cost when they need to remedy the problem.
Overland Park City Codes Administrator Tim Ryan told members of the City Council’s Community Development Committee that the city has not been enforcing an ordinance that requires septic tank owners to hook to the sanitary sewer system when it becomes available in their neighborhood.

I think it's a better option financially to just connect to the sanitary sewer system. The system is covered by government expenses, while septic tanks are your own expense. It's just a matter of one-time initial installation. I don't think maintenance costs would be an issue.
