Rich Johnson County, KS. School Districts Get Less School Funding . . . Is this Fair?

According to an editorial from the Kansas City Star, the rural Kansas school districts get nearly double the funding per pupil from the State of Kansas than city students like Johnson County, Kansas students.

Many people do not want the Johnson County school districts to find ways to increase funds because it will create an unfair advantage. Their reasoning is if the rich school districts increase funding then they will increase teacher salaries.  If the teacher salaries go up, then the rich school districts will steal all the best teachers.

With the State of Kansas decreasing funding to ALL of the Johnson County, Kansas school districts by millions, should Johnson County, KS. school districts be allowed to find other ways of funding? Or should they increase class size and cut school programs (which will affect the kids in the future)?
